The 48-year-old has spent five years in charge of the club and ended their wait 70-year wait for a major trophy by winning the Carabao Cup in 2025.
He also led the Magpies to Champions League qualification in 2023 and 2025.
But Howe had come under pressure after a disappointing last season which saw Newcastle finish 12th and has now chosen to depart.

Saudi Arabia will organise the next three editions of the Asian Champions League Elite finals after the Asian Football Confederation's executive committee confirmed the country's provisional hosting rights had been made permanent.
The Saudis have hosted the first two editions of the event, which sees the quarterfinals, semifinals and final played in a centralised venue, since the continent's premier club competition was restructured before the 2024/2025 season.

Brayan Rocchio and Chase DeLauter slugged home runs, Joey Cantillo struck out nine in five innings and the Cleveland Guardians earned a 5-2 win over the host Miami Marlins on Sunday afternoon, July 12.
Guardians right fielder Kahlil Watson — Miami's first-round pick in 2021 — also had a solid game, going 2-for-5 with one RBI, one stolen base and one runner thrown out at second base.
Cleveland pulled off a three-game sweep on the last day of games before Tuesday's All-Star Game.
Rocchio went 2-for-5 with two RBIs and two runs scored.

The trial of a woman accused of killing her baby by exposing her to heat from a hairdryer has heard the infant's DNA was found on the appliance.
A forensic biologist told the High Court in Aberdeen that samples taken from the hairdryer nozzle matched the DNA of three-month old Dahlia-Rose Gartshore.
Courtney Gartshore, 28, denies culpable homicide while the baby was in her care on 30 September 2023 and a series of other charges.
The court also heard that fragments taken from a partially-stained bedsheet at her flat in Peterhead were identified as belonging to the baby.

The Guardians beat the White Sox 4-3 behind 5 and 1/3rd scoreless from the Cleveland bullpen. Franco Aleman, up for Daniel Espino, was impressive as were the other usual suspects. Nice to see Erik Sabrowski look like his old self, especially.

Skateboarders will reach speeds of more than 70mph (112km/h) when the World Downhill Skateboarding Championship returns to the Isle of Man this weekend.
The boards, with wheels "the size of half a ****** e can" and no brakes, will race down a stretch of the island's famous TT course.
More than 5,000 hay bales have been laid out along the course to catch any riders who come a cropper.
Event organiser Selim Kemahli said competitors would go "toe-to-toe and shoulder-to-shoulder" while racing down to the Ramsey hairpin.
This year's course will run from Joey's Corner and finish past the Ramsey Hairpin.

Chase DeLauter, Jose Ramirez, and Angel Martinez were all injured during the same game against division rival Detroit Tigers.
DeLauter sustained a right rib cage fracture/bruise when colliding with the right field wall.
Ramirez broke his left hamate bone on a swing.
