Circle Internet Group (NYSE: $CRCL) President Heath Tarbert warned lawmakers on Wednesday that the United States could lose its financial influence if the next generation of money and capital markets develops on infrastructure governed outside the country.
Testifying before the House Financial Services Committee, Tarbert argued that the rise of stablecoins, tokenized ****** ets, and blockchain-based settlement is turning financial infrastructure into software, according to his written testimony. He claimed that this is giving governments a new battleground over where money moves and which laws govern it.
"Congress cannot determine which technologies will succeed. It can determine whether American law, American institutions, and the dollar will remain embedded in the systems that do," Tarbert said.

Intercontinental Exchange (ICE) (NYSE: $ICE), the parent company of the New York Stock Exchange, has partnered with blockchain infrastructure firm tZERO to build the systems behind its planned market for tokenized securities.
On Monday, the companies announced that tZERO will work with ICE on transfer-agent and broker-dealer infrastructure designed to support the onchain settlement of tokenized securities on ICE's upcoming NYSE-affiliated digital trading platform.
ICE will also invest in tZERO's latest funding round and license its portfolio of 103 blockchain patents. The size of the investment was not disclosed.

As central bankers gather for the 49th annual economic symposium in Jackson Hole, Wyo., starting Thursday evening, Kansas City Fed president Jeff Schmid warned that the rise of innovation in payments from stablecoins to blockchain and instantaneous payments could be disruptive.
"I think we're going to find that not only is this, from an innovation standpoint, very transitional, it's going to be very disruptive too," Schmid said in an interview with Yahoo Finance.

The exemptions: The startup lane allows $5M over four years with no accredited-investor requirement or per-investor cap. The fundraising lane allows $75M every 12 months, split into a $20M Tier 1 and $75M Tier 2, with Tier 2 issuers needing audited financials and ongoing reporting, and non-accredited buyers capped at 10% of income or net worth. Tokens sold under either lane wouldn't carry a rule-based resale lockup.
The safe harbor: Once a team finishes, or permanently drops, the managerial work it promised, its token can shed "investment contract" status for good—a formalized version of the concept the SEC's March interpretive guidance first floated. The rule would also preempt state-level securities registration for these offerings and certain secondary trades.

Bitcoin on Wednesday spiked above $68,000 after the Treasury Department announced plans to double the size of its long-term bond buybacks, which prompted a drop in Treasury yields and the U.S. dollar.
The price of bitcoin traded around $65,000 early Wednesday prior to the announcement.
"This matters for bitcoin because lower yields, a potentially weak dollar and improving financial conditions should encourage capital to rotate toward scarce, global liquid **** ets. It also strengthens bitcoin's appeal as an independent store of value at a time of rising government debt and greater official intervention in the markets," Joel Kruger, market strategist at LMAX Group said. "Lower yields and reduced bond-market volatility support crypto collateral values, lending activity, stablecoin liquidity and demand for onchain (on the blockchain) yield."
