Martin O'Neill's side face Rangers in Sunday's Premier Sports Cup quarter-final, but there will be no travelling Celtic contingent at Ibrox.
It was confirmed last week that all SPFL meetings between the Glasgow rivals this season will be played without away supporters following disorder last term and the clubs' failure to reach an agreement over an allocation for this weekend's cup tie.
Former Celtic captain Brown believes the absence of away fans is stripping some of the passion and emotion from a fixture he relished during his playing career.
He said: "I understand why, but it's disappointing not to see the 8,000 fans that we used to get because the atmosphere was brilliant and there wasn't that much trouble back when I played.
"Going away from home you always want fans there because if you do score, you need somewhere to run. Celtic are going to score and they're going to run in front of Rangers fans.

Celtic manager Martin O'Neill feels the decision to ban away supporters from matches between Celtic and Rangers this season was "inevitable".
The SPFL announced the decision after Celtic challenged the decision by their Glasgow rivals to give them just 300 tickets for the League Cup clash at Ibrox on 13 September.
For last season's Scottish Cup quarter-final, also at Ibrox, Celtic were given the traditional allocation of 8000 tickets but following crowd trouble at that game, a reduced figure of 2500 was agreed.
But in light of Celtic's decision to challenge the 300 ticket allocation, the league have decided to ban all away fans from the ground.
"I think that was inevitable, really, when Rangers were offering 300 tickets, and we refused that," O'Neill said of the decision.

Rangers have confirmed they have bought Venezuela striker Kevin Kelsy from Portland Timbers for an undisclosed fee and taken Algeria winger Badredine Bouanani on a season-long loan from Stuttgart.

Dundee United signing Lyall Cameron on a season-long loan from Rangers has really caught my eye.
Cameron may only be 23, but this feels like a really important move for him.
Not so long ago the attacking midfielder was tipped to be one of Scottish football's big prospects – after a number of standout performances for Dundee.
During his time at Dens Park he made 120 appearances and was capped for the Scotland Under-21s.
He certainly earned his big move to Ibrox but things have stalled since then. He only made 10 appearances for the Ibrox side, half of those coming from the bench.

Three more arrests have been made over fan disorder at the Rangers v Celtic Scottish Cup quarter final at Ibrox earlier this year.
Police said the three men arrested - aged 45, 30 and 20 - have been charged in connection with ****** ault and breach of the peace offences.

Ryan Naderi believes Rangers are "going in the right direction" despite an unconvincing display against Jablonec in their Conference League play-off first leg.
German striker Naderi, 23, scored Rangers' only goal at Ibrox, his second in as many games, to give Derek McInnes' side a slender lead over the Czechs before Thursday's away leg.
It was a second straight victory after McInnes' tenure had begun with two defeats and two draws.
"We're here to play for the qualifying for European competition, so obviously the opponent is tough," Naderi said.

At the weekend, this Trojan panda filled with an equal share of possession and playing out from the back was rolled up to the Ibrox gates and left for the Premiership's good-honest-fitba-in-chief Derek McInnes to drag inside. David Gray took a massive risk at Ibrox with a team selection that hinted heavily at prioritising our Conference League fixture on Thursday over one of the most difficult away games in the league.

Rangers paid the price for sloppy defending as they let slip an early Europa League lead to lose 2-1 to Jagiellonia Bialystok in Poland.
Derek McInnes' first European tie as Gers boss got off to a dream start in the first leg of the third qualifier when home defender Guilherme Montoia turned a Tuur Rommens cross into his own net after just four minutes.
However, Kajetan Szmyt levelled in the 13th minute with a preventable goal to rattle the Light Blues then added a second eight minutes later after more defensive slackness from the visitors.

On the eve of what is already a huge game in Rangers' season, they confirmed the signing of a player to fill a position in which they have been lacking ever since the departure of Vaclav Cerny.
In Daisuke Yokota, they have a left-footed right winger who they will hope can provide the creativity on that side that was missing from last season's failed ***** le bid.
The addition of the ***** anese forward, who recorded five goals and four ***** ists on loan at Bundesliga 2 side Hannover last season, will go some way to injecting an attacking threat that Rangers supporters have been crying out for.
