Martin O'Neill's side face Rangers in Sunday's Premier Sports Cup quarter-final, but there will be no travelling Celtic contingent at Ibrox.
It was confirmed last week that all SPFL meetings between the Glasgow rivals this season will be played without away supporters following disorder last term and the clubs' failure to reach an agreement over an allocation for this weekend's cup tie.
Former Celtic captain Brown believes the absence of away fans is stripping some of the passion and emotion from a fixture he relished during his playing career.
He said: "I understand why, but it's disappointing not to see the 8,000 fans that we used to get because the atmosphere was brilliant and there wasn't that much trouble back when I played.
"Going away from home you always want fans there because if you do score, you need somewhere to run. Celtic are going to score and they're going to run in front of Rangers fans.
