Circle Internet Group (NYSE: $CRCL) President Heath Tarbert warned lawmakers on Wednesday that the United States could lose its financial influence if the next generation of money and capital markets develops on infrastructure governed outside the country.
Testifying before the House Financial Services Committee, Tarbert argued that the rise of stablecoins, tokenized ****** ets, and blockchain-based settlement is turning financial infrastructure into software, according to his written testimony. He claimed that this is giving governments a new battleground over where money moves and which laws govern it.
"Congress cannot determine which technologies will succeed. It can determine whether American law, American institutions, and the dollar will remain embedded in the systems that do," Tarbert said.

The Dow Jones Industrial Average and other major indexes rose Friday, as the stock market looked to rebound from the previous session's sell-off stoked by geopolitical concerns. Bitcoin surged nearly 6% to roughly $76,700 and sparking big rallies in crypto stocks Coinbase Global (COIN), Circle Internet (CRCL) and Strategy (MSTR). All three were up nearly 5% or more in recent action. Optimism about the Clarity Act crypto bill's passage in Washington helped push bitcoin higher.
Meanwhile, West Texas Intermediate crude futures inched higher to around $86.90 a barrel. The 10-year Treasury yield rose 2 basis points to 4.72%.
Among exchange traded funds, the Invesco QQQ (QQQ) was up 0.5%, as the State Street SPDR S&P 500 (SPY) rose 0.4% after Friday's opening bell.

Unleash the AI agents, says Circle (CRCL) co-founder and CEO Jeremy Allaire.
"We think that there will eventually be billions of agents providing work and labor, and they'll be able to be orchestrated and integrated within a firm and across firm boundaries," Allaire said on Yahoo Finance's Opening Bid (see video above). "And this is an incredible time for entrepreneurs, for startups, for builders who are going to be able to tap into these agent labor markets to get things done and accelerate their own development and growth."
Allaire is aggressively using AI agents alongside human workers to help scale up its stablecoin business.
"AI and humans can interact directly through messaging environments like Slack, but also can interact between each other and communicate between each other directly," Allaire explained. "And so the thing that we're doing at Circle is we're asking all of our employees to be part of crafting this and building this. And this is, I think, incredibly exciting because we want our employees to have the superpowers of fleets of agents that they can use themselves to amplify their own capabilities. So this is an opportunity to multiply the capabilities of a firm and of humans themselves."
Circle just dropped a second quarter that was good enough to send the stock higher — but not so clean that the bulls can declare total victory. Hence, the stock is down 2% in Wednesday's trading.

These purchases were spread among three Ark exchange-traded funds (ETFs), with the Ark Innovation ETF taking 159,517 shares, the Ark Next Generation ETF gaining 42,400, and the Ark Blockchain & Fintech Innovation ETF absorbing 18,095.
