WASHINGTON, Aug 27 (Reuters) - President Donald Trump's administration has issued a memo for universities that seeks to restrict issuance of certain internship work ‌authorizations for international students as the federal government warned that colleges not complying with the regulations may lose certification ‌to enroll foreign students.
The federal memo dated August 24 said the Student and Exchange Visitor Program, which is part of the U.S. Immigration and Customs Enforcement agency, has "observed a rise in Curricular Practical Training (CPT) authorizations that appear to violate regulatory requirements which permit CPT only where the training is an integral part of an established curriculum."
"Failure to comply with SEVP regulations may result in an institution losing certification to enroll foreign students," the memo said.

On August 11, Vestis (NYSE:VSTS) reported fiscal third-quarter results that mark a turning point for a company that has spent its short public life trying to prove its uniform and workplace supply business can actually get more profitable, not just bigger. Adjusted EBITDA climbed to about $81 million, up roughly $15 million or 23% year over year, and for the first time since the company separated from Aramark, revenue per pound rose instead of fell. That single shift, small as it sounds, is the thread running through the entire quarter.
The headline number is revenue per pound, which reached $1.42 in the quarter, up $0.04 year over year and $0.05 sequentially. Management framed this as the first year-over-year increase in that metric since Vestis became a public company, driven by disciplined pricing, better customer segmentation, and a deliberate shift away from lower-margin linen volume, which fell 6% year over year on a pounds-processed basis. Vestis also let go of about 22 million pounds of volume that carried an average revenue per pound of just $0.55, meaning the business got smaller but higher quality at the same time.
Cost of services dropped about $15 million year over year, and SG&A fell roughly $7 million, or about 6%, while cost per pound held flat at $1.24 even as the company exited unprofitable business. Plant productivity rose 9% year over year, on-time delivery improved 80 basis points, and customer complaints fell 74 basis points, evidence that the operational cleanup is showing up in day-to-day service, not just the income statement. Net income swung to $11 million from a $0.7 million loss a year earlier, and the company raised its full-year free cash flow guidance to a range of $160 million to $170 million, up from $120 million to $150 million previously.
The improvement comes against a backdrop that still looks shaky in places. Total revenue for the quarter was about $662 million, down 1.8% year over year, and pounds processed fell 4.5% as Vestis kept shedding volume it didn't want. Net debt stood at $1.2 billion at quarter-end, with $1.1 billion of principal bank debt outstanding, and the company used quarterly cash flow to pay down just $30 million of term loan debt.
Management also acknowledged that the operational playbook it has been running is not producing uniform results, describing a meaningful gap between its strongest and weakest markets that it now plans to address with more customized, market-by-market execution rather than a one-size-fits-all approach. Full-year revenue guidance remains flat to down 2%, and the company disclosed it is accruing a management incentive bonus for the first time at this level since going public, a cost that is already embedded in guidance but still subject to year-end certification. None of this derails the quarter's progress, but it is a reminder that Vestis is still mid-turnaround, not finished with it.

Outreach to small businesses looking to bid on public jobs has only gotten easier, says Teresa Maxwell.
The DBE compliance officer for Skanska Civil's West region got her start as a receptionist, when paper and snail mail was the common practice for contacting potential subcontractors.
Now, Maxwell says the systems Skanska has in place for its in-house diverse business enterprise outreach program — not to be confused with the Department of Transportation's Disadvantaged Business Enterprise program — better enabled it to hit small business contracting goals on a $380 million Los Angeles International Airport project.
Here, Maxwell talks with Construction Dive about hitting goals on the Los Angeles World Airports Roadways, Utilities and Enabling job, the state of small business outreach and the impact of evolving federal certifications.

Revenue outperformance was primarily driven by strong execution in the Drone segment, which offset softer results in Avionics and Training.
The RQ-35 drone achieved Blue UAS certification, a critical milestone that validates the platform's security and opens U.S. defense procurement channels.
Management is actively pivoting the company's focus toward unmanned systems, citing limited synergies between the capital-intensive Training segment and core drone operations.
Development costs for the JC250 and JX250 platforms are running low double-digits below expectations due to shared foundations and efficient R&D execution.

Isuzu offers veterans a 12-month paid apprenticeship leading to technician certification, open to those with 3+ years of military maintenance experience.
Apprenticeship wages count toward Social Security's retirement earnings test, but GI Bill housing allowances, VA disability pay, and military pensions do not.
Veterans under full retirement age can earn up to $24,480 in 2026 before Social Security withholds $1 for every $2 above that limit.
Are you ahead, or behind on retirement? SmartAsset's free tool can match you with a financial advisor in minutes to help you answer that today. Each advisor has been carefully vetted, and must act in your best interests. Don't waste another minute; learn more here.
Picture a Navy or Army veteran in his early sixties. His last uniform came off years ago, he still knows his way around an engine, and he just saw Isuzu's apprenticeship announcement: 12 months of paid, full-time work at a participating dealership leading to technician certification. The program is open to honorably discharged veterans and reservists with at least three years of military maintenance or technical-repair experience. If he qualifies, the Post-9/11 GI Bill can layer a monthly housing allowance on top of the paycheck. It looks like a clean second act.

A federal judge in Colorado granted a class-wide preliminary injunction on Friday requiring the NCAA to restore eligibility to all Division I athletes from the high school class of 2022 who finished up their four years this past spring.
The decision by Judge Charlotte Sweeney of the U.S. District Court of Colorado was reported by Boise State ***** ociate professor Sam Ehrlich. The injunction grants a class certification and a temporary restraining order to plaintiffs who qualify as stated:
"All persons in the United States who began to play in collegiate sports in the 2022-2023 season, competed in NCAA Division I sports, and completed four years of eligibility as defined by the NCAA's prior rules by the conclusion of the 2025-2026 season, and are therefore barred from playing a fifth season due to the NCAA's adoption and immediate implementation of the Five-Year Eligibility Rule."
Judge Sweeney's ruling is in response to a class-action lawsuit filed by 11 Division I athletes, including Minnesota men's college basketball player Cade Tyson, that challenged the NCAA approving an age-based, five-year eligibility model that allowed four seasons of eligibility over five years with no age restrictions. The model would eliminate redshirts and waivers.
In a statement released after Judge Sweeney's ruling was reported, NCAA president Charlie Baker disagreed with the ruling, saying Congress passing the Protect College Sports Act was necessary and suddenly restoring eligibility to an entire class would result in "chaos."

Nottingham Forest have moved quickly in the market after the collapse of Inter Milan's deal for Anan Khalaili, with TeamTalk reporting that talks are already under way for the Union Saint-Gilloise wide player.
There is a clear opportunity here for Forest. Inter had appeared to be closing in on the 21-year-old after agreeing a package worth €30 million, £25.7m, made up of an initial €25 million, £21.5m, plus €5 million in add-ons. Khalaili had even completed the club's internal medical process. But the move was stopped at the mandatory cardiac screening stage in Italy, where the required certification was not granted.
That development has changed the landscape and Forest have reacted. TeamTalk state that an opening bid of €20 million, £17m, has already been rejected by Union SG, who remain hopeful of receiving a figure much nearer to the guaranteed sum Inter had lined up. Negotiations, though, are ongoing, and that is the significant point.
Khalaili is understood to appeal strongly because of his flexibility. He is comfortable at left-back, wing-back and in more advanced wide areas, which naturally increases his value to a head coach looking for options across several roles.
Forest are said to view him as someone who can strengthen multiple parts of Oliver Glasner's squad. In a market where adaptability often dictates recruitment decisions, that sort of profile is attractive. It also explains why several Premier League clubs had tracked him previously, including Aston Villa, Brighton, Everton and Leeds United.

Interested in Archer Aviation Inc.? Here are five stocks we like better.
Archer Aviation and Anduril unveiled Thunder, a hybrid-electric autonomous rotorcraft aimed at defense applications.
The defense pivot could give Archer a second path beyond the slower regulatory timeline for civilian air taxis.
Archer still faces heavy cash burn, certification risk and a long commercialization runway despite its strong liquidity position.
The civilian electric vertical takeoff and landing market remains trapped in a regulatory holding pattern. Developing a functional urban air-taxi network requires deep consumer adoption, local infrastructure overhauls, and grueling Federal Aviation Administration approvals.

If you thought Archer Aviation (NYSE:ACHR) was only building flying taxis, you might want to think again.
On July 20, Archer and defense company Anduril unveiled an autonomous VTOL aircraft platform, with a defense variant, "Thunder", also introduced. Since late 2024, both companies have been jointly developing technology for the vertical takeoff and landing (VTOL) sector. While "Thunder" is a defense variant, Archer says it will announce the platform's first commercial customers later this week.
Missed Nvidia in 2009? This Rare Signal Is Flashing Again. In 2009, a "Double Down" signal flashed for a little-known chipmaker called Nvidia. For the first time in years, that same "Total Conviction" signal is flashing for a company 1/100th the size of Nvidia. Continue »
The importance of this platform for Archer cannot be overstated. The company is not generating meaningful revenue, and Midnight, its flagship electric vertical takeoff and landing (eVTOL) aircraft, still lacks FAA type certification. If, however, it can turn the Anduril platform into firm orders, it could create a path to meaningful revenue while Midnight continues working through the certification process.
Archer stock jumped roughly 20% on the news, which puts it roughly 30% lower on the year. If you've been waiting for a reason to buy this beaten-down aviation stock, let's take a closer look to see if now is the time to jump in.

The flying taxi company just unveiled a military drone, and investors are betting it's a much faster path to a paycheck.
If you blinked, you might have missed it. Archer Aviation (ACHR) stock jumped +19.6% on Monday, a sharp reversal after hitting its 52-week low of $4.44 just the session before. While peers like JOBY also saw a lift, Archer's move was in a different league. So what exactly put the charge back into this electric aircraft developer?
On Monday morning, the company pulled the curtain back on a new partnership with a defense technology company. They unveiled an autonomous aircraft platform called Thunder. This isn't another sleek pod designed to whisk you over city traffic. It's a craft built with military and commercial applications in mind, marking a significant new direction for the company.
Because it gives Archer a second, more tangible story to tell. Crucially, Archer remains essentially pre-revenue, with its entire valuation pinned on the future commercialization of urban air mobility. But as one report noted, the eVTOL industry is seeing "slower-than-expected progress." This pivot into defense is a "major expansion beyond its core urban air mobility business," offering a potential path to revenue that doesn't rely solely on a consumer market that doesn't exist yet. It's a strategic hedge while commercial passenger certification moves through lengthy regulatory timelines.
The company isn't abandoning its original mission. The CEO reaffirmed the goal of achieving certification for its passenger craft by 2028. But the more immediate catalyst is on the commercial front. Archer is expected to announce its "first commercial customers later this week," which could provide another jolt of validation. This pivot firmly plants a foot in the aerospace and defense sector, a move that clearly resonated with investors tired of waiting.

Dongfeng Motor is preparing to enter Canada's electric vehicle (EV) market, capitalising on a low-tariff quota negotiated by Prime Minister Mark Carney earlier this year.
The Chinese state-owned manufacturer will display EV models at a Montreal event this week and is currently pursuing certification for its vehicles with Canadian regulators.
Julie Mazorra Fernández, director of North World Industry – the firm set to distribute Dongfeng vehicles in Canada – was quoted in a Bloomberg report as saying the company anticipates launching its first two models next year.
In 2024, Carney's predecessor, Justin Trudeau, introduced a 100% tariff on Chinese-manufactured EVs, layered atop the existing 6.1% rate, which effectively excluded Chinese brands from the Canadian market and prompted Tesla to restructure its supply arrangements.
Carney struck a deal with Chinese President Xi Jinping in January to suspend the 100% surtax on as many as 49,000 Chinese-made EVs for an initial 12-month period, with China agreeing in return to lift its own tariffs on select Canadian farm exports.

Russian pole vaulter Polina Knoroz has been credited with the top women’s outdoor pole vault performance of 2026 after World Athletics officially recognized her 4.87-meter clearance achieved earlier this month in Moscow.
The 26-year-old cleared the height on June 7 during Pole Vault Day, an event held as part of Athletics Week in Moscow. The mark stands as the best outdoor women’s pole vault result recorded anywhere in the world this year and is also Knoroz’s personal best.
According to World Athletics statistics, the performance ranks second overall for the 2026 season, trailing only an indoor mark recorded earlier this year.
The result was initially excluded from official records because of questions surrounding the certification of the vaulting box used during the competition. Following a review, World Athletics approved the performance for ranking and statistical purposes, confirming the result as valid.
The decision means the mark will count toward official world rankings and season statistics.

President Donald Trump's nominee to lead the Justice Department's internal watchdog office repeatedly refused in his confirmation hearing to use the word "attack" to describe the violence on January 6, 2021, that disrupted Congress' election certification vote.
"I don't know if I would use the term 'attack,'" Don Berthiaume, the nominee to be the DOJ inspector general, told senators on Wednesday. "I mean, we had activity outside the Capitol —protests and such — and there was violence on the Capitol grounds."
Connecticut Sen. Richard Blumenthal, a Democrat, had asked Berthiaume if the Capitol was attacked on January 6, and he grilled the nominee on why he would not agree to characterize the events of that day as an attack.
"There was protest activity, people went to the Capitol grounds. People entered the Capitol building, which is contrary – as far as I know – to law," Berthiaume said, while stressing that he didn't "agree" with the term attack even as he acknowledged the "physical violence" outside the Capitol that day.
"The term attack — to me — seems to imply that there was a coordinated effort to attack specific things," the nominee added.

"Where we're going, we don't need roads!" said Doc Brown of Back to the Future before revving up the most famous flying car in the history of film -- the iconic, lightning-powered, Flux Capacitor-embedded DeLorean.

Archer stock has been trailing the market in 2026, as Wall Street continues to worry about FAA certification timelines and ongoing losses. And yet for those who believe eVTOLs will transform transportation, today's dip in Archer Aviation might be an opportunity, one that could grow tenfold or more over the long run. Here's how.
Archer Aviation currently trades between $5 and $6 a share, with a market cap of about $4.5 billion. A tenfold gain to Archer stock at today's price, then, would bring its market cap to $45 billion -- **** uming no significant stock dilution. In reality, Archer has increased its share count substantially over the years to fund operations, and chances are more dilution is coming. For the sake of example, however, we'll use $45 billion, knowing that the actual market cap needed to support a tenfold gain could be higher.
