Outreach to small businesses looking to bid on public jobs has only gotten easier, says Teresa Maxwell.
The DBE compliance officer for Skanska Civil's West region got her start as a receptionist, when paper and snail mail was the common practice for contacting potential subcontractors.
Now, Maxwell says the systems Skanska has in place for its in-house diverse business enterprise outreach program — not to be confused with the Department of Transportation's Disadvantaged Business Enterprise program — better enabled it to hit small business contracting goals on a $380 million Los Angeles International Airport project.
Here, Maxwell talks with Construction Dive about hitting goals on the Los Angeles World Airports Roadways, Utilities and Enabling job, the state of small business outreach and the impact of evolving federal certifications.

Miivo AI (TSX-V:MIVO) has highlighted growth in users, recurring revenue and product offerings in the first half of 2026 following the launch of three AI products aimed at helping businesses automate functions including financial ***** ysis, lead generation and customer insights.

Oil industry executives and White House officials, rattled by President Donald Trump's growing criticisms of the sector, are making a renewed push to head off any move by the administration to curb U.S. petroleum exports, three people familiar with the effort said.
Industry representatives said the outreach extends to officials on the White House Domestic Policy Council, the National Energy Dominance Council, the Energy Department and Chief of Staff Susie Wiles and comes as Trump has shown increasing frustration with stubbornly high fuel prices that could prove a drag on Republicans' chances to keep control of Congress in this November's elections.
"There's an all-hands-on-deck from industry and inside the administration to stave it off," said an energy industry executive who was granted anonymity to describe discussions. White House officials haven't formally pitched the idea, "but everyone knows Trump's gonna Trump," this person added.
The White House maintains that export restrictions are not under consideration.
"While the President and his entire energy team have taken several actions to mitigate temporary disruptions to the energy market, the Administration has been quite clear: there is no plan to implement restrictions on oil and gas exports," White House spokesperson Taylor Rogers said in a statement.

NEW YORK, Aug 5 (Reuters) - JPMorgan Chase CEO Jamie Dimon is urging corporate leaders to join a U.S.-focused industry group to address risks posed by AI, as corporate America rapidly adopts the developing technology, two sources familiar with ‌the matter said.
Dimon has personally reached out to CEOs of other large and major regional banks and IT companies to enlist them ‌in the initiative, which he is expanding from a group that JPM helped found called the Alliance for Critical Infrastructure, the sources said.
The ACI and Dimon have also communicated with other prospective members in an effort to schedule calls in August to discuss collaboration, the sources said.
The outreach, which started in July, includes over 40 companies spanning financial services, energy, water, utilities, telecommunications, airlines, railroads and other critical infrastructure industries that rely heavily on technology, the sources said. The ACI has not disclosed results of the effort so far.

Progressive groups celebrated a major victory when 29-year-old Democratic Socialist Melat Kiros ousted 15-term Rep. Diana DeGette in Colorado's 1st Congressional District in June. But the Democratic primary upset heightened safety concerns among Denver's Jewish leaders, who warn her sharp rhetoric will fuel antisemitic hostility and violence in their city.
Local Jewish leaders told Fox News Digital that Kiros has left many in the community on edge because of her controversial comments — including describing the Oct. 7 attacks as "inevitable," refusing to label a local firebombing as antisemitic, and accusing Israel of genocide and apartheid.
In the hours after Kiros claimed victory, Rabbi Menachem Lehrfield, director of the Jewish Outreach Initiative in Denver, wrote on social media that he felt fearful knowing that many of his neighbors seemed to support the kind of anti-Israel rhetoric Kiros campaigned on. After his post was met with a barrage of antisemitic comments, Lehrfield published an op-ed explaining how for observant Jews like himself, just wearing a yarmulke down the streets in Denver now feels like a dangerous thing to do.
Just 24 hours after publishing his op-ed, those fears became a reality.

HETAUDA, Nepal (AP) — She paces the side of the darkened highway in central Nepal, just enough light from the trucks roaring past to illuminate her painted face to the men rolling in on rickshaws and motorbikes. She knows that every stranger who pays for her body could end her life. But she also knows their money is the only thing preventing her death.
This spot, littered in condom wrappers and fringed by jungle, is familiar to her. Rubi Lama once came here not as a **** worker, but as an aid worker who helped **** workers.
For nine years, Lama — who is transgender — had devoted her life to conducting HIV outreach in Nepal's marginalized communities, including the LGBTQ+ **** workers who wait by this highway each night. But after the United States slashed its foreign aid funding last year, Lama and more than 280,000 aid workers worldwide found themselves out of a job.
Much has been written about the devastating impacts the U.S. foreign aid cuts have had on the millions of people the funding once helped. Far less is known about the impacts on the helpers themselves.
In impoverished Nepal, where a conservative culture leaves openly transgender people with few legal job options, the impact on aid workers' lives was particularly crushing. Starving and scared, Lama and around 100 other LGBTQ+ aid workers left jobless by the funding cuts have turned to **** work to survive, walking the streets alongside the very people they once fought so hard to help.

A group of students from the Boys & Girls Clubs of the Charlotte Region received a once-in-a-lifetime basketball experience Thursday as the Charlotte Hornets launched a new initiative aimed at inspiring young people across the Carolinas.
The event, held at Northridge Middle School, marked the kickoff of the Hornets' "Bee Ball for All" youth initiative, part of the team's broader Impacting the Carolinas community outreach efforts.
Students spent the day learning basketball fundamentals, teamwork and leadership while getting the chance to interact with Hornets staff and franchise legend Muggsy Bogues.
"I think it's very surreal and cool because I get to play with the Hornets, and the Hornets is a big basketball team," said fourth-grader Jaxxon Darling.

USC quarterback Jayden Maiava enters the 2026 season as one of the top signal callers in college football. However, the accolades that Maiava has received go beyond the field of play.
This week, Maiava was nominated for the 2026 Allstate AFCA Good Works Team. Much of Maiava's nomination is due to the youth football camp that he hosted in his home state of Hawaii this spring.
"For Maiava, giving back to the community that raised him is deeply personal," USC wrote in a press release. "In June of 2026, he returned to Honolulu's Pālolo Valley where he hosted a free youth football clinic for more than 350 local children ages 6 to 14, transforming a day of football instruction into a meaningful event centered on mentorship, inspiration and opportunity. NEW DELHI (AP) — Supporters of India's youth-led ******* roach movement clashed with police Monday as thousands of them tried to march to Parliament to demand the education minister's resignation, while the government appeared to make its first outreach to the movement's leaders.
Police fired tear gas and charged at protesters with batons after demonstrators tried to breach security barricades surrounding the protest site in central New Delhi, marking one of the most serious confrontations yet in the movement's campaign against Prime Minister Narendra Modi's government.
Delhi Police said the march had not been authorized and that restrictions were needed to maintain law and order around Parliament during the monsoon session, which began Monday.
The crowd at Jantar Mantar, a designated site for protests just a few kilometers from Parliament, included students, professionals and families with young children. Many carried backpacks with water and food, expecting a long day, while others waved Indian flags. Police urged protesters to disperse over loudspeakers, as the crowd chanted slogans against the education minister and Modi.
The ******* roach Janta Party emerged in May after the Supreme Court chief justice compared some unemployed young people to "cockroaches" during an unrelated hearing. Supporters embraced the remark, turning it into a satirical movement that has attracted millions of followers on social media.

The Ohio State Buckeyes stretched their aggressive recruiting outreach to California in recent years. It's how the Buckeyes reeled in five-star wide receiver Chris Henry Jr. and past star quarterback CJ Stroud.

Spearheaded by Hyundai Motor Group, the MOU establishes a collaborative framework to build a comprehensive, self-sustaining hydrogen ecosystem in Hong Kong, targeted to be fully operational by the end of 2030. The collaboration will prioritise the development of waste-to-hydrogen technologies to convert landfill gas into clean energy, along with an immediate focus on piloting a liquefied hydrogen refuelling infrastructure. To enable full value chain integration, it also targets the deployment of customised hydrogen fuel cell commercial vehicles, including tour and airport shuttle buses.
