Officials said the vessel, the Professor Molchanov, was seized late on Wednesday in Barentsburg, a coal mining settlement that Russia operates on the Norwegian Arctic archipelago of Svalbard under the terms of a 1920 treaty.
Russia called the arrest of the ship an act of piracy and said it had summoned the Norwegian ambassador to deliver a strong protest. The Russian Foreign Ministry said it would work to secure the vessel's release.

WASHINGTON (AP) — The FBI has seized more than $560,000 in cryptocurrency donations intended for Hamas, the Justice Department said Tuesday in announcing a disruption of financing for the militant group.
In addition to seizing cryptocurrency meant to support Hamas' military wing, the department said that it had taken control of website domains and communication platforms used for fundraising and recruitment, and had obtained information about thousands of people who had contacted Hamas with a goal of giving money to the group.
"My message to Hamas is clear: your networks are not secure, your crypto is vulnerable, and we will not stop until your ability to wage war is defeated," Jeanine Pirro, the U.S. attorney for the District of Columbia, said in a video statement announcing the operation.
According to FBI affidavits filed in connection with the seizures, Hamas began testing virtual currency fundraising in or around early 2019 through its Qassam Brigades, or military wing, and solicited donations on its Telegram channel and also used direct online fundraising. Hamas officials bragged that the currency would be untraceable and their websites offered instructions for how to make anonymous donations, the affidavits say.
A major investigative break arrived last year when FBI officials identified a financing network soliciting donations to the Qassam Brigades via virtual currency and a confidential source located in the United States alerted law enforcement to a Telegram post asking for contributions to an email address **** ociated with Hamas.

In addition to seizing cryptocurrency meant to support Hamas' military wing, the department said that it had taken control of website domains and communication platforms used for fundraising and recruitment, and had obtained information about thousands of people who had contacted Hamas with a goal of giving money to the group.
"My message to Hamas is clear: your networks are not secure, your crypto is vulnerable, and we will not stop until your ability to wage war is defeated," Jeanine Pirro, the U.S. attorney for the District of Columbia, said in a video statement announcing the operation.
According to FBI affidavits filed in connection with the seizures, Hamas began testing virtual currency fundraising in or around early 2019 through its Qassam Brigades, or military wing, and solicited donations on its Telegram channel and also used direct online fundraising. Hamas officials bragged that the currency would be untraceable and their websites offered instructions for how to make anonymous donations, the affidavits say.
A major investigative break arrived last year when FBI officials identified a financing network soliciting donations to the Qassam Brigades via virtual currency and a confidential source located in the United States alerted law enforcement to a Telegram post asking for contributions to an email address **** ociated with Hamas.

Reuters reported on Tuesday that new installations had been sighted on Yagong Island, called Ba Ba Island by Vietnam, citing satellite imagery, with security **** ysts saying it could be the start of an early-warning radar facility.
"Vietnam resolutely opposes this, has made serious representations and affirmed its position on the matter, and demands an immediate end to such activities and that they not be repeated," Foreign Ministry spokesperson Pham Thu Hang told Reuters in an emailed statement.

In the first half of August, Russians withdrew $3.4 billion (286.4 billion rubles), according to central bank data cited by the Washington Post. That's after $7.3 billion was withdrawn in July and $4.5 billion in June.
"Drones are flying. Things are burning down. Nervousness is growing. And people's everyday wisdom may be kicking in that they need to have cash under their pillow and not somewhere in banks where it may never be returned," a former finance official told the Post, adding that banks have much of their capital tied in loans elsewhere.
The situation echoes the iconic scene from the movie It's a Wonderful Life, when panicked depositors show up at the Bailey Bros. Building & Loan demanding their cash, only to learn that it's not all there.

A murder inquiry has begun after the death of a man who was bitten by a dog on a footpath in West Yorkshire.
The 55-year-old was injured in an altercation on a disused railway line off Blacker Lane in Calder Grove, Wakefield, at about 13:30 BST on Saturday. He was taken to hospital in a critical condition but died just after 19:00.
West Yorkshire Police has appealed for two people, one of whom is called Sophie, who stopped to help the injured man to come forward.
A force spokesperson said a 55-year-old man was arrested on suspicion of murder and of being the owner of a dog dangerously out of control in a public place, causing injury. He remains in custody.
The dog believed to have been involved in the incident has been seized by officers.

Aug. 16—PULLMAN — Maxwell Woods is no stranger to opportunity.
The sophomore Washington State running back seized the day in December, racking up 152 all-purpose yards on Boise's blue turf in a Potato Bowl victory over Utah State.
Woods again stole the show in April, emerging as one of the finer performers in several spring scrimmages.
So his performance Saturday — during WSU's first of two fall camp scrimmages at Gesa Field — was hardly a surprise.
With teammate Kirby Vorhees sidelined but expected back next week, Woods stepped right up, carving out runs of 16 and 13 yards, respectively, within the scrimmage's first three plays with the No. 1 offense against the No. 1 defense. Woods finished with an unofficial seven carries for 34 yards.
