The National Payments Corporation of India (NPCI) will introduce a 0.4% merchant discount rate (MDR) on Unified Payments Interface (UPI) transactions exceeding Rs2,000 ($20.8).
The charges will be applied from 15 October.
The measure follows a legislative amendment passed earlier this week that authorised fees on UPI transactions above the threshold. Customers will not pay the MDR directly, and banks have been advised to ensure that merchants do not pass the charge on to customers.
NPCI said revenue from the levy will support investment in system resilience, technological innovation, cybersecurity, and customer service.
UPI, India's instant payments system, processed 24 billion transactions worth $311bn in August, according to a Reuters report.

The dust has settled on what has been an extremely eventful Tottenham Hotspur summer transfer window. You can see how busy Spurs were from the transfer summary article, which isn't even complete despite me doing my best to track it all summer long. (Alasdair Gold counted 54 moves this summer in all squads including reserves and U-squads; clearly I missed some, especially in the youth and reserve teams.) If nothing else, Tottenham Hotspur was certainly not idle.
But how did we do? Well… it's complicated. Spurs spend an obscene amount of money on new signings (£394m by best estimation, not including purchase options), offset a great deal by numerous player sales (£264m including options). The net spend is actually not that bad — £130m all said, which puts it in line with transfer spends in the last few years of the Daniel Levy era.
Spurs have turned over the club in Roberto De Zerbi's image, and whether you think that's a positive or not is very likely going to color your perception of the window as a whole. Matty and I have our takes. Let's see what you think!
Okay, so I'm going to get meta on you all right now. How do you even grade a transfer window? Do you look purely at the players brought in? Or do you look a level deeper, at what those signings imply about leadership and process? In my writing of this blurb, I went back and looked at my summary this time last year (which, by the way I rated as a C+, a rating I would say was pretty apt given the ensuing results, even though many thought we were being overly negative). Here's part of what I said:
There's a few things you need to take into account when looking at this window. There's the actual players signed; there's outgoings; there's the strategic fit; and then there's the timeline by which this happened and the process behind it all. The latter was a resounding, unequivocal failure.

A fresh Labour tax raid on the North Sea would cause "lasting damage" to Britain's oil and gas industry, bosses have warned.
John Healey, the Chancellor, is facing backlash over plans to extend a windfall tax on UK oil and gas profits, with energy chiefs claiming this would destroy investment and accelerate job losses.
Russell Borthwick, the chief executive of the chamber of commerce in Aberdeen, which represents the likes of BP and Shell, said another tax raid would cripple an industry "which Britain cannot afford to lose".
Labour already taxes oil and gas profits at 78pc under an existing windfall levy which Rachel Reeves, the former chancellor, previously extended from 2028 to 2030.
Under a more punitive regime, Mr Healey could increase the levy and extend it beyond 2030, as reported by The Telegraph.

Florida gubernatorial candidate Byron Donalds rejected comedian Bill Maher's claims that Donalds lost key counties in the recent primary in part due to the racism within the state.
Appearing on HBO's "Real Time with Bill Maher" Friday night, Donalds, the Republican gubernatorial nominee, pushed back on Maher's **** ertion that he lost parts of Florida's Panhandle because of the area's predominantly White electorate.
"You did lose the 'Redneck Riviera' badly," Maher said, referring to Donalds' losses in Calhoun, Columbia, Dixie, Gilchrist, Hamilton, Hardee, Holmes, Jackson, Jefferson, Lafayette, Levy, Liberty, Madison, Suwannee, Taylor, Union and Washington counties, rural counties where roughly 94% of Republican voters are White.

WASHINGTON (AP) — President Donald Trump is moving toward levying a new tariff on China that would penalize the world's second-largest economy for flooding the global market with underpriced goods, according to three people familiar with the matter.
Two of the people, who spoke on condition of anonymity to discuss internal deliberations still being finalized, said Trump is considering setting the new tariff at 7.5%. It's a level administration officials believe would not endanger the one-year trade truce between Washington and Beijing or a planned White House meeting between Trump and Chinese President Xi Jinping expected to take place in late September.
The move, if finalized, appears to be a calibrated effort by the White House to work around a Supreme Court decision earlier this year that struck down Trump's plan to implement a sweeping, high-tariff scheme not seen since the 1930s.
After that decision, the Trump administration announced in March it was launching formal investigations targeting excess industrial capacity and forced-labor regulations in China and other nations.
It isn't clear if the U.S. administration is also nearing its decision in its probes of the other economies that it announced it was investigating for unfair trade practices, including the European Union, Singapore, Switzerland, Norway, Indonesia, Malaysia, Cambodia, Thailand, South Korea, Vietnam, Taiwan, Bangladesh, Mexico, ******* an and India.

Hyundai Motor is considering expanding production capacity at its Georgia ******* embly plant from 500,000 vehicles annually to between 700,000 and 800,000 units by 2028, CEO José Muñoz told CNBC on Thursday. The South Korean automaker said following publication of the interview that the plans are under consideration but not yet confirmed.
At the upper end of that range, the Georgia Metaplant would leapfrog rivals — among them Tesla and Toyota Motor — to claim the top spot among U.S. vehicle ******* embly plants measured by capacity.
Muñoz said President Donald Trump's tariffs, including a 15% levy on imports from South Korea, have accelerated the company's localization plans. "Tariffs are helping accelerate our localization plan. That's very, very simple," he said. "The good thing is that we had already started before tariffs were announced. So in a way it's helping us to accelerate."
Any such expansion would be funded through Hyundai's already-announced $26 billion U.S. investment commitment running to 2028. Hyundai has targeted a domestic production share of at least 80% of the vehicles it moves in the U.S. market by 2030, compared with roughly 40% in 2024. "For that purpose, we need to add more capacity," Muñoz said.
The $7.6 billion Metaplant, which Hyundai first announced in 2022, is currently turning out the all-electric Ioniq 5 and Ioniq 9 models alongside the Kia Sportage hybrid. The facility is designed to build hybrid and all-electric vehicles for the Hyundai, Genesis, and Kia brands. Under the existing 500,000-unit framework, the Georgia campus would employ upward of 8,500 people directly, with a further 6,900 positions supported at supplier facilities nearby.

More than half of Gen Z adults ages 18 to 29 put money they had intended to invest for retirement into sports betting over the past year, according to a recent survey by the investing and financial advice app Betterment. And quite a few — 14% — said they're doing so several times a month.
"When a prediction market or sportsbook starts to feel like a retirement strategy, we have a problem," Betterment CEO Sarah Levy told Yahoo Finance.
"These products are not designed to help them build toward the next decade of wealth, " she said. "The industry has a responsibility to be clear about the difference between participating in a trend and building lasting wealth."
About 26% of Gen Z investors said they treat sports betting as a "deliberate, ongoing part of their long-term financial strategy," according to the survey. That's compared with roughly 14% of millennials, 6% of Gen X, and 1% of baby boomers.
More than 3 in 10 Gen Z adults said they completely avoid sports betting as an investment strategy. For those who do dabble, about a quarter said they considered it "fun money."

Pro Football Hall of Famer and former Buffalo Bills head coach Marv Levy celebrated another massive milestone.
On Monday, Aug. 3, Levy rang in his 101st birthday.
Young as ever, photos surfaced of Levy on social media from the day prior to his birthday where he was spotted signing autographs for fans at an event in Chicago.
To honor the occasion, current Buffalo head coach Joe Brady took time out of his press conference at 2026 training camp to reflect on how Levy's presence is still found at One Bills Drive.
"He's given me wisdom which is unbelievable," Brady said. "He's just as sharp as it gets."

It was raining at Buffalo Bills training camp Monday morning. The pads were starting to come out.
Marv Levy would approve.
The Hall of Fame coach turned 101 years old Monday, and current Bills head coach Joe Brady opened his news conference before practice at St. John Fisher University with a birthday message for one of his predecessors, and a nod to a mentality that still resonates with the Bills decades later.
"When it's too hard for them, it's just right for us," Brady said, referencing one of Levy's famous sayings. "The mindset, the mentality, how the Buffalo Bills as an organization and the ship that he led, nothing's going to change."
The timing was fitting.

Team Northern Ireland's judokas Joshua Green and Rachael Hawkes have both claimed Commonwealth Games bronze medals on Saturday.
Green took bronze in the 73kg lightweight category as he beat Wales' Ben Moore by golden score.
Hawkes finished third after victory by Ippon over Canada's Charlie Thibault.
Green had started his campaign with a golden score win over Mattheo Lawson by Yuko and in the quarter-finals he also defeated Scotland's Oliver Short by Yuko.
It set up a semi-final against England's Benjamin Levy, who proved too strong as he beat Green by Waza-Ari.

The 24-year-old beat Scotland's Daniel Pacitti, Wales' Ben Moore and the Gambia's Faye Njie on his way to the final at the SEC Centre.
Nairne had to be patient against Levy but a one-armed shoulder throw eventually clinched gold by Yuko.
He was joined on the podium by Levy and Northern Ireland's Josh Green, who claimed bronze with a golden score victory over Welshman Moore.
It is a second Commonwealth Games medal for the Nairne family this week after Lele, Ethan's older sister, won bronze by ippon with an emphatic throw to the mat to defeat Ghanas Frema Agyei within just 28 seconds on Friday.

Man City have submitted a revised proposal to limit transfer levy increase to one percentage point
The club is among a top-flight minority seeking alternatives to a 50% hike in the domestic levy
City are not opposed to the broader principle of a new funding settlement with the EFL
Manchester City have submitted a revised proposal to modify the transfer levy increase at the heart of the Premier League's landmark £1.5 billion New Deal with the English Football League, as per a new report.
The proposed New Deal – the outline of which has been shared with the EFL's board and the Independent Football Regulator – is intended to create a long-term framework to underpin the financial sustainability of the professional game in England over a ten-year period, with Premier League clubs being asked to increase the existing domestic transfer levy from four percent to six percent as the primary mechanism for generating the additional funds required.

The Senate took its first major step in fulfilling one of the late Sen. Lindsey Graham's biggest desires: levying bone-crushing sanctions against Russia.
A bipartisan swell carried the sanctions package through its first hurdle on an 86-12 vote, which has gone through several iterations in the time since it was first formulated by Graham and Sen. Richard Blumenthal, D-Conn. He explained that at its core, the package was designed to stop purchases of Russian oil and gas that was "fueling Putin's war machine."
"Ukraine's fight is our fight," Blumenthal said. "Nobody believed that more deeply and passionately than Lindsey Graham. He lived it, and this vote is a step forward."

(Corrects date in the first sentence to Wednesday not Tuesday.)
PARIS, July 15 (Reuters) - Countries applying a global minimum tax on multinational companies saw corporate tax ‌revenues rise without a corresponding loss of jobs or investment, the Organisation ‌for Economic Co-operation and Development said on Wednesday.
The global minimum tax was designed to curb a decades-long race to the bottom in corporate taxation by allowing countries to levy top-up taxes when profits are taxed below 15% elsewhere, reducing the benefits of booking profits in low-tax jurisdictions.
More than 60 countries and territories have implemented the rules, while many others are preparing to do ‌so.
The Paris-based OECD estimated that the tax increased government revenue by €79 billion to €109 billion ($90 billion to $124 billion) in its first year, equivalent to 2.4% to 3.4% of global corporate income tax receipts.

Manchester United maintain their long-standing interest in Bayern Munich superstar Harry Kane, with one key figure at the club considering him a dream target, according to a new report.
It is a commonly held view amongst the Red Devils' fanbase that Sir Alex Ferguson would have moved heaven and earth to bring Kane to Old Trafford had he still been manager. The legendary Scot was always prepared to spend whatever it took to sign the best English talent, as the record-breaking deals for Wayne Rooney and Rio Ferdinand demonstrate, providing the bedrock of his most successful sides.
Kane was unquestionably the most consistent striker in the Premier League during his time at Tottenham Hotspur, racking up 280 goals across 435 appearances in North London. However, this was balanced by 63 ****** ists as well, showcasing his ability to be a creator as much as a finisher.
The England captain, who has led the Three Lions to the semi-final of the World Cup in North America, would have been a game-changing arrival in M16 – one which United tried to make happen in the summer of 2023, only to be deterred by Tottenham Hotspur chairman Daniel Levy's refusal to negotiate with a rival.
A pivot towards Rasmus Hojlund, captured from Atalanta for £72 million, allowed Bayern Munich a free run at Kane, agreeing a deal worth up to £104 million with Tottenham Hotspur. The fact that Hojlund was sold to Napoli three years later for around half the price, while Kane has scored 146 times in 147 games at the Allianz Arena, proves which club made the right choice.

Germany is moving to create a state-owned strategic emergency reserve of natural gas to boost its energy security, the Economy Ministry of Europe's biggest economy said on Tuesday.
Earlier today, Reuters reported that the strategic government-owned reserve would require up to $1.7 billion (1.5 billion euros) to build the reserve and buy the gas to inject into the storage in 2027 and 2028.
The emergency gas reserve would hold volumes of gas equivalent to nearly 10% of all the gas storage capacity in Germany. The funding for the reserve will come from a levy on gas consumers, the German Economy Ministry said today.
The purchases of gas for the reserve would be spread over two to three years, so as not to impact the price of gas.
The initial injection of gas into the new emergency reserve is expected to take place in the summer of 2027, as Germany looks to boost its energy security and avoid gas shortages and gas and power price spikes.

Earlier in Sean McVay’s career with the Los Angeles Rams, you could levy a fair complaint that he was often slow to adjust—whether in-season or in-game.
But since a catastrophic Super Bowl defeat at the hands of Bill Belichick in 2018, McVay has continued to find ways to reinvent himself as well as his offensive scheme.
Nate Tice joined Steve Palazzolo on the “Check the Mic” podcast recently to discuss the trends that will define the 2026 NFL season. McVay, rightfully so, came up often in the conversation.
We know teams across the league attempt to emulate both McVay and the Rams. The newest idea others will borrow is McVay’s recent experiments with heavier personnel packages and increased utilization of tight ends, as evidenced by teams selecting run-blocking TE’s much earlier in the draft than normal.
But the Rams mostly stay ahead of the curve now. They don’t need to worry about copycats because by the time the rest of the NFL catches up they remain one step ahead. If that holds true again in 2026, LA will have a realistic shot at making good on their Super Bowl expectations.

After two dominant wins to open up their 2026 NBA Summer League campaign, the Golden State Warriors faced the Miami Heat Monday. Having faced the San Antonio Spurs Sunday evening, the Warriors decided to rest four main contributors: Yaxel Lendeborg, LJ Cryer, Malevy Leons and Will Richard.
This opened up the door for new players to receive an opportunity, and the three Warriors who led the way were familiar faces. After a solid performance against San Antonio, which included 12 points off the bench, Deivon Smith entered the starting lineup and tallied 16 points, nine rebounds, five ****** ists and one steal. Chance McMillian also had another solid game, following up 12 points against the Spurs with 14 against Miami.
But once again, there was no stronger performer on Golden State's roster than Lachlan Olbrich, who was nothing short of dominant off the bench, scoring 21 points on a perfect 7-for-7 shooting to go along with six rebounds, one ****** ist and one steal. Olbrich has impressed in all three summer league appearances thus far, averaging 13.3 points, five rebounds and three ****** ists off the bench after finishing the 2025-26 NBA season with the Chicago Bulls. If he can keep this performance up, he may be able to earn a standard contract either with Golden State or elsewhere.
Now 2-1 to begin the summer, Golden State will return to action July 9 against the Dallas Mavericks.

Once again, the Golden State Warriors dominated during the 2026 NBA Summer League, defeating the San Antonio Spurs in blowout fashion, 98-69.
Following a 19-point game and a perfect shooting night in his debut, recent No. 11 overall pick Yaxel Lendeborg struggled a bit Sunday, tallying 11 points on 4-for-11 shooting. However, he did make his impact felt in other ways, tallying eight rebounds, two ***** ists, two blocks and one steal.
Malevy Leons, a two-way player with the Warriors, was solid as well, scoring eight points and grabbing nine rebounds. But for the second straight game, Lachlan Olbrich turned heads, leading the team in scoring with 13 points on 6-for-8 shooting to go along with four ***** ists, three rebounds and no turnovers in 15 minutes off the bench. If the Australian can continue his impressive play, he may earn a two-way contract by the end of the summer.
Lastly, Deivon Smith and Chance McMillan were bright sports off the bench too, combining for 24 points, eight rebounds, seven ***** ists and five steals.

Tottenham Hotspur are poised to sign Sandro Tonali after agreeing a club-record £100 million ($133 million) fee for the Newcastle midfielder, several British media reports said Wednesday.
Spurs boss Roberto De Zerbi appears set to win the race for the services of his fellow Italian despite interest in the 26-year-old from Premier League champions ******* nal, the club's arch north London rivals, and Manchester City.
Wednesday's reports said an initial fee of £92.5million plus a further £7.5m in add-ons will see Tonali sign for Spurs and complete their midfield revamp after they agreed to bring Mateus Fernandes across London from West Ham on Tuesday.
The two-big money moves signal a huge shift in strategy from Spurs after they operated a tight wage structure under former chairman Daniel Levy.
The Lewis family, Tottenham's majority owners, promised to fund a rebuild after inviting Levy to step down in September.

Tottenham Hotspur's summer spending spree is set to continue as the club will break its one- or two-day-old transfer record by signing midfielder Sandro Tonali from Newcastle for up to $133 million.
MORE — Spurs, West Ham agree deal for Mateus Fernandes
Spurs agreed to sign another midfielder, Mateus Fernandes, from West Ham United for $112 million on Tuesday as Roberto De Zerbi rebuilds the side that finished 17th in the Premier League in back-to-back seasons. Manchester City were linked with a move for Tonali agreeing to sign Elliot Anderson from Nottingham Forest last week.
Tonali and Fernandes should quickly become Spurs' starting midfield, given not only their price tags but especially De Zerbi's desired playing style. Under the Italian, Brighton often made every effort to bait opponents to press them high up the field in order to create transitional moments during periods of possession. The midfielders must be athletic to escape pressure while carrying the ball forward, or possess the vision and skill to find and connect one-touch passes upfield.
Spurs are spending freely after decades of penny pinching under Daniel Levy's leadership. Now, in the first summer transfer window since his departure, the Lewis family have already empowered De Zerbi in a way that no manager before him was given.
