Whilst a 2-0 defeat against Ghana wasn't the fairytale start they were hoping for, it was another sizeable milestone in the story of Cape Verdean football. The journey to Morocco 2026 hasn't happened by chance, however. It's the product of a long process that is starting to yield tangible results for the Blue Sharks. The man responsible for overseeing this plan, and much more, is Rui Costa, the national technical director of the Cape Verde Football Federation.
Costa might well be the hardest-working person in show business. "My role covers coach education, talent development, youth football, women's football, and the implementation of long-term technical projects in close collaboration with FIFA, CAF, and other international partners," he tells me. His all-encompassing role also includes "ensuring that our player development pathway is aligned with a clear football philosophy and a sustainable vision for the future."
By his own admission, the role is more than a point of professional pride. It's the culmination of a dream. Costa's journey reflects that of many of the national team players. Leaving the country to pursue increased opportunities before returning home to put those experiences into practice.

A federal judge in Colorado granted a class-wide preliminary injunction on Friday requiring the NCAA to restore eligibility to all Division I athletes from the high school class of 2022 who finished up their four years this past spring.
The decision by Judge Charlotte Sweeney of the U.S. District Court of Colorado was reported by Boise State ***** ociate professor Sam Ehrlich. The injunction grants a class certification and a temporary restraining order to plaintiffs who qualify as stated:
"All persons in the United States who began to play in collegiate sports in the 2022-2023 season, competed in NCAA Division I sports, and completed four years of eligibility as defined by the NCAA's prior rules by the conclusion of the 2025-2026 season, and are therefore barred from playing a fifth season due to the NCAA's adoption and immediate implementation of the Five-Year Eligibility Rule."
Judge Sweeney's ruling is in response to a class-action lawsuit filed by 11 Division I athletes, including Minnesota men's college basketball player Cade Tyson, that challenged the NCAA approving an age-based, five-year eligibility model that allowed four seasons of eligibility over five years with no age restrictions. The model would eliminate redshirts and waivers.
In a statement released after Judge Sweeney's ruling was reported, NCAA president Charlie Baker disagreed with the ruling, saying Congress passing the Protect College Sports Act was necessary and suddenly restoring eligibility to an entire class would result in "chaos."

Athletes who graduated high school in the Class of 2022 have been granted a preliminary injunction to play a fifth collegiate season, U.S. District Judge Charlotte Sweeney of Colorado said Friday evening in a ruling that clears Cole Hutson's return to the Texas football team.
Starting next season, the NCAA will fully implement an age-based eligibility model that grants collegiate athletes five years regardless of playing time, a requirement commonly known as the "five-for-five" rule. The model, which effectively removes the redshirt concept, calls for an athlete's eligibility clock to start upon initial full-time enrollment in college or at the beginning of the academic year following their 19th birthday, whichever occurs earlier. The age-based eligibility implementation will begin this summer. Recruits starting in 2027 are age-based only.
However, class of 2022 athletes such as Hutson have challenged the rule in court, saying it should be extended to their class and the athletes that were only allowed to play four full seasons before running out of eligibility.
Earlier in July, Hutson was granted a temporary restraining order against the NCAA, allowing him to rejoin the Longhorns as he worked through his ongoing age-based eligibility lawsuit. He has been working out alongside his former teammates with the team but has not yet returned to the Texas roster while waiting for his scheduled court hearing Aug. 10 concerning Hutson's lawsuit filed earlier in July in Travis County.
That hearing is now, theoretically, unnecessary because of the ruling from Sweeney in her Colorado court.

The biopharma sector is in the middle of a transformation in which macroeconomic pressures and policy developments actively dictate corporate dealmaking. As leading pharmaceutical companies prepare for a $300 billion patent cliff in the second half of the decade, capital allocation has switched sharply toward restocking commercial pipelines with low-risk, high-conviction clinical ******* ets. At the same time, implementation of the Inflation Reduction Act has changed the relative attractiveness of drug options. Since small-molecule drugs are subject to government price negotiations earlier in their lifecycle compared to large-molecule biologics, commercial buyers are shifting premium valuations to large-molecule immunology platforms.
Against this macro context, argenx SE (NASDAQ:ARGX) entered a definitive all-cash agreement on July 27 to acquire clinical-stage biotech Forte Biosciences, Inc. This commercial momentum is almost exclusively driven by Vyvgart, the company's blockbuster FcRn-blocking medication, which is now seeing its 17th straight quarter of growth.
That said, the explosive top-line trajectory poses a major concentration risk. According to CEO Karen Massey's "Vision 2030" framework, which targets 50,000 patients and ten designated indications worldwide, argenx SE (NASDAQ:ARGX) needs a supplementary second leg in immunology. FB102 offers that diversification by delivering a unique CD122 mechanism into unserved autoimmune indications without jeopardizing its core FcRn business.

The Senate took its first major step in fulfilling one of the late Sen. Lindsey Graham's biggest desires: levying bone-crushing sanctions against Russia.
A bipartisan swell carried the sanctions package through its first hurdle on an 86-12 vote, which has gone through several iterations in the time since it was first formulated by Graham and Sen. Richard Blumenthal, D-Conn. He explained that at its core, the package was designed to stop purchases of Russian oil and gas that was "fueling Putin's war machine."
"Ukraine's fight is our fight," Blumenthal said. "Nobody believed that more deeply and passionately than Lindsey Graham. He lived it, and this vote is a step forward."

Canadian travel to the U.S. dropped about one-quarter in 2025 compared to the previous year, a new report shows.
The U.S. has been the primary destination for Canadian international travel due to proximity and warmer weather, according to a report released July 22 by Canada's national statistics agency. In all, Canadian residents have returned from the U.S. 25.4% less in 2025 compared to the previous year.
Though Canada has historically been one of the U.S.' closest allies, Trump has imposed tariffs on goods from the northern neighbor and teased making it the 51st state of America. He recently reignited the trade tensions, announcing a 50% retaliatory tariff on a range of goods scheduled to go into effect Aug. 19.
"Following the change in the U.S. administration in early 2025 and the implementation of America First policies, Canadian travel sentiment shifted abruptly," the report states. The authors found the return crossings in early 2026 stayed at levels similar to late 2025, indicating a persistent sentiment shift.

A federal appellate panel on Tuesday refused to block President Donald Trump's executive order seeking to restrict mail voting, a day after the administration asked the U.S. Supreme Court to weigh in on the proposal in a separate case.
The three-judge panel of the U.S. Court of Appeals for the District of Columbia upheld a May ruling by U.S. District Court Judge Carl J. Nichols that said an injunction against the order was premature. Nichols ruled that the Democrats and voting rights groups who challenged the order couldn't seek the injunction until the Trump administration issued formal regulations governing it. The administration started releasing those directives days later.
The circuit court panel, with two judges appointed by former Democratic President Barack Obama and one by Trump, found that was proper and there were no noted dissents. But the unsigned decision noted that if the administration truly tried to force such changes in the few months remaining before November's midterm election, it may well get halted by courts.
"The action the Order contemplates would involve the President, whom the Constitution vests with no express authority over the conduct of elections, undertaking a substantial and unfunded overhaul of election procedures — including the implementation of a nationwide reform to Postal Service mail-handling processes —on the threshold of the November election. Put differently, the Order 'may not prove feasible to implement in any manner whatsoever,'" said the ruling, quoting a prior legal opinion.
In a separate case filed by Democratic state officials, a federal judge in Massachusetts last month blocked the executive order from taking effect for this year's elections because it was already forcing states, which are granted the power under the U.S. Constitution to control their own elections, to revise their procedures on the fly. That ruling was upheld on Saturday by a Boston-based appeals court and then was appealed to the U.S. Supreme Court on Monday by the Trump administration.

Under Deion Sanders, the Colorado Buffaloes have rebuilt their roster each offseason through the transfer portal. It's the new way to build a roster in college football, placing greater emphasis on current production than on internal development.
That new philosophy has completely changed the average age of college football rosters, with most now slightly older since the transfer portal's implementation. Considering Colorado added 40-plus transfers this offseason, are the Buffs an old or young team?
Unsurprisingly, Colorado is on the older side with an average age of 20.63, according to data from RotoWire. The Buffs are tied for the 16th oldest roster in the FBS. CU is also the fifth-oldest team in the Power Four and the third-oldest in the Big 12. The two older Big 12 teams are Oklahoma State and UCF.
Considering Colorado frequently uses the transfer portal, an average age close to 21 (normally a college senior) is not surprising.
Georgia is the youngest team in the country (19.81 average age), which is not surprising given their propensity to land highly ranked freshman recruiting classes. The oldest team is UTSA (21.02 average age), as a team that prioritizes development and has many players who have been with the program for 3-4 years.

The NCAA Division I Board of Directors doubled down Thursday on the new age-based eligibility rule that has prompted some athletes to go to court in hopes of extending their college careers.
The Division I Cabinet, which approved the new rule last month, issued a similar statement last month after a group of basketball players filed a lawsuit in an Ohio state court contending the age-based model unfairly shuts them out of further competition. More lawsuits have been filed across the country since, some of them reportedly with their coaches' encouragement.
The board statement indicates it won't budge from its stance like it did when, in response to former Vanderbilt quarterback Diego Pavia's 2024 court win, it granted an additional year to athletes who had competed at non-NCAA schools for at least one season and were set to complete their eligibility.
"We are encouraged by the Division I membership's broad support of the age-based eligibility rules," the board said Thursday. "The design of the new rules, including its implementation strategy, was thoughtful and well informed, and was unanimously supported by the Cabinet, including its student-athlete members.
"The Board has no plans to modify their application, notwithstanding a series of lawsuits recently filed on behalf of student-athletes with no remaining eligibility. We look forward to ensuring that the age-based eligibility rules are enforced consistently so that all institutions play by the same rules, like all participants in sports."

LONDON, July 16 (Reuters) - The full implementation of China's rare earth export restrictions could put $6.5 trillion of downstream production outside the country ‌at risk, the International Energy Agency warned on Thursday.
China, the world's largest ‌producer of rare earths, expanded export controls in October last year to cover additional materials and introduced new licensing requirements, but later agreed to delay implementation for a year.
Rare earths are a group of 17 metals used in small quantities, but essential to products ranging from cars and aircraft to electronics and weapons systems.
If the controls ‌take full effect, about $6.5 trillion ⁠of production across the automotive, high-tech, defence and energy sectors could be exposed to supply disruptions, the IEA said in ⁠its Global Critical Minerals Outlook report.
The U.S. and Europe would account for nearly half of the economic impact, the report added.

Gold prices remain just above $4,000 an ounce this morning as the U.S. continues to strike Iranian military sites for the fifth straight day. While both sides don't seem interested in relenting their positions, the U.S. says it's still open to negotiations and remains focused on reopening the strait, in which about a fifth of the world's oil and natural gas once flowed.
The renewed military actions by the U.S. and Iran have once again put pressure on energy prices for consumers worldwide, prompting ******* ysts to bet on higher interest rates at some point this year. Higher interest rates are a natural headwind for gold prices since the precious metal doesn't pay interest.

Ukrainian Prime Minister Yulia Svyrydenko stepped down on Sunday, as Ukrainian President Volodymyr Zelensky reshapes his Cabinet amid Russia's ongoing invasion of the eastern European country.
In a lengthy statement on social media, Zelensky said he and Svyrydenko determined they need to implement "personnel changes" to "ensure the implementation of the updated political strategy."
Zelensky added, "We determined that these changes require a renewal of the Cabinet of Ministers. One year after President Donald Trump signed the One Big Beautiful Bill Act, key questions about implementation of the Clean Fuel Production Tax Credit remain unanswered.
The credit, known in the tax code as 45Z, was created by the Inflation Reduction Act in 2022. It provides alternative fuel producers with a tax credit based in part on avoided emissions.
OBBBA made several changes to the IRA's tax credits, slashing support for hydrogen fuels and certain other alternative energy sources. But it was broadly supportive of combustion fuels, incorporating several provisions important to the biogas industry. That includes extending the credit's expiration by two years, to the end of 2029, and preventing the credit from being used for fuels produced from feedstocks produced outside North America.

SEATTLE — The FIFA Disciplinary Committee explained its decision to allow United States star Folarin Balogun to play in the World Cup round of 16 despite earning a red card that would have resulted in a suspension, determining it did not bend rules over the controversy while noting the striker will have to pay a fine.
The explanation came less than four hours before USMNT and Belgium are set to play for a spot in the quarterfinals.
FIFA's committee said it opened disciplinary proceedings on Balogun one day after he earned a red card in the round of 32 match against Bosnia and Herzegovina when he stepped on the ankle of Tarik Muharemovic. It decided he did violate FIFA codes related to suspension of red card, as well as for entering the field of play with teammates after the match. As a result, Balogun was suspended and imposed a $40,000 fine.
While it should have meant Balogun sits out against Belgium, the committee said it applied Article 27 of its disciplinary code, "under which it has discretion to suspend the implementation of any disciplinary measures, and ordered that the implementation of the one-match suspension be suspended for a probationary period of one year."

The United States advanced past the Round of 32 in the 2026 FIFA World Cup after it defeated Bosnia and Herzegovina 2-0 with a gutsy performance. The USMNT’s top goal scorer in the tournament, Folarin Balogun, was **** sed a red card in the 64th minute, forcing the squad to finish the match with 10 players.
The red card also meant that Balogun would be suspended for the squad’s next match in the round of 16 against Belgium on Monday. That is, until news broke on Sunday that FIFA would suspend Balogun’s punishment, making him eligible to compete against Belgium.
“The FIFA disciplinary committee has imposed the following sanction on United States national-team player Folarin Balogun, who was sent off as a result of a direct red card during the FIFA World Cup 2026 match between the United States and Bosnia and Herzegovina played on 1 July 2026 at San Francisco Bay Area Stadium: One-match suspension for breaches of articles 14 and 66 of the FIFA disciplinary code (FDC),” FIFA wrote in a statement via The Athletic.
“In line with article 27 of the FIFA disciplinary code, the implementation of the match suspension is suspended for a probationary period of one year. If Folarin Balogun commits another infringement of a similar nature and gravity during the probationary period, the suspension shall be revoked and the sanction enforced without prejudice to any additional sanction imposed for the new infringement.”
On Monday, United States President Donald Trump confirmed his role in restoring Balogun’s eligibility.
