Aug 23 (Reuters) - - Vietnam's National ******* embly on Sunday approved amendments to the customs law that strengthen customs powers to intercept ‌counterfeit and intellectual property-infringing goods, a move that could address some ‌concerns raised in a U.S. trade investigation into the country's protection and enforcement of intellectual property rights.
• The changes come after the U.S. Trade Representative in May launched a Section 301 investigation into Vietnam's intellectual property regime after designating the country a "priority foreign country" in its annual Special 301 review.
• Among ‌the concerns cited by ⁠USTR were widespread counterfeiting, weak border enforcement, limited use of customs' authority to seize suspected counterfeit goods on its ⁠own initiative, and the absence of similar powers over goods transiting Vietnam.
• The revised law, which takes effect in March 2027, expands customs enforcement provisions to cover not only imported and exported goods but also goods transiting ‌through Vietnam, broadening the range of shipments that may be subject to intervention by customs authorities.
• Under the amendments, customs authorities retain the power to suspend clearance when rights holders provide evidence of possible infringement and a financial guarantee. Customs officers may also proactively halt the clearance of ‌imported, exported or transit goods if they identify clear signs of counterfeiting or other intellectual property violations.

HANOI, Vietnam (AP) — Authorities in Vietnam have charged a man with rape after an American student said she was ***** aulted while in her bed during a group holiday.
Nguyen Thi Quynh Tam, 24, said she was raped on July 5 and pressured by the man's family to accept money and not go to police. She said the police also initially urged her to settle the matter privately.
The AP does not usually identify people who say they have been ***** ually ***** aulted, except if they come forward publicly about the abuse. Tam's candor is unusual for Vietnam, where ***** ual violence is rarely discussed publicly, but she said she wanted to speak out to help protect other women.
"I'm doing this not just for me. But for everybody else that has been harmed," said Tam.
Tam's account was documented in interviews, her police complaint and communications with U.S. and Vietnamese officials. After she sought help from U.S. officials and a U.S. lawmaker, officials confirmed Thursday that they had charged the 23-year-old man.

South Korean carmaker KG Mobility (KGM) has entered the Myanmar market through a partnership with Super Seven Stars (SSS) Group, launching an electric vehicle (EV) line-up locally.
Under the arrangement, SSS Group – described as Myanmar's "first private" automobile company – will handle local production and sales of two models, the Torres EVX and Musso EV.
According to a translated version of the statement, KGM has set a target of supplying 1,000 vehicles to the Myanmar market over the course of this year through the tie-up.
The Myanmar launch represents the initial step in KGM's broader push into knock-down (KD) operations, a strategy the company intends to roll out in further markets, including Saudi Arabia and Vietnam, in the period ahead.
KGM Chairman Jae-Sun Kwak said: "Myanmar is a growing market with a developing automotive industry, and customers place the utmost importance on practicality and durability, along with automotive design, taking into account road conditions, family travel, and personal business situations.

In 2007, actor and comedian Robin Williams traveled to Kuwait for an appearance at Camp Arifjan.

Williams was doing his best to entertain the troops when they suddenly stopped paying attention to the stage. They immediately shifted their focus behind them to render honors as the American flag was lowered. Williams wasn't so much offended as mildly perplexed. At first, he didn't understand what was going on.

"Sort of reminds you why we're here, doesn't it?" Williams replied, according to a 2014 Defense Department article.

We start with the OG of military entertainers. Hope performed for troops domestically and overseas for five decades, beginning with a performance at March Field in California in 1941. Hope, whose "Road to…" films with Bing Crosby became popular with moviegoers, never tired of traveling to see troops.

His 57 tours with the United Service Organizations conveyed his appreciation to his adopted country. Born in London in 1903, Hope moved to America at an early age. He became a U.S. citizen when he was 17 years old.

"He brought such enthusiasm, brought your life back to you," Navy Seabee Ron Ronning said of Hope's last USO show during the Vietnam War in late 1972. "You felt like you were renewed."

Hope died on July 27, 2003, at the age of 100.

Lee Greenwood has "God Bless the USA," perhaps the quintessential patriotic song. Few singers, though, compiled a music catalog that honored the military quite like Keith.

The "American Soldier," "Courtesy of the Red, White, and Blue," and "Call a Marine" singer participated in 18 USO tours. By one estimate, he performed in front of 250,000-plus troops in 17 countries. When mortar fire interrupted a set in Afghanistan, Keith left the stage. He and troops sprinted about a hundred yards to a concrete bunker. There, he signed autographs until he could return to doing what he did best.

"I've met so many great, brave service men and women over the years and had so many wonderful experiences, that I can barely remember them all," Keith said in 2012. "… I won't ever stop doing my part to extend my thanks."

Keith died in 2024 at the age of 62.

Following a subdued start to the year, sales of electric vehicles (EVs) jumped in the second quarter after the Middle East crisis slashed crude supply and hiked oil and fuel prices, the International Energy Agency (IEA) said in a report on Thursday.
Global sales of electric cars fell in the first quarter of 2026, largely reflecting lower sales in the United States and China, according to the agency's report 'Electric Car Markets in a Time of Uncertainty'.
However, EV sales rebounded sharply in the second quarter, rising by 35% compared with the first quarter "as the energy crisis sparked by the war in the Middle East brought fuel price volatility back into sharp focus," the IEA said.
EV sales in the second quarter reached record-high levels in 50 countries as drivers preferred electric vehicles amid soaring fuel prices.
In sizable car markets such as Brazil, India, Australia, and Vietnam, electric car sales roughly doubled between March and June compared with the same period in 2025, according to the IEA's ******* ysis in the report.

In May, President Donald Trump said in an interview he was eager to open the vault at Fort Knox to ensure the U.S. reserves of gold—valued at more than $600 billion—were still there.
Trump was doubling down on plans he and Elon Musk, then-head of the Department of Government Efficiency (DOGE) made last year, calling on an audit of the reserves to delve into conspiracies that gold had been stolen.
Now, U.S. Treasury Secretary Scott Bessent is offering **** urance the cache of gold is indeed safe and sound—but is completely inconsequential to the value of the dollar today.
"The treasurer has been to Fort Knox," Bessent said in a recent Fox News appearance. "I am happy to say all gold is present and accounted for. The U.S. has the largest pile of gold in the world, over a trillion dollars at current market value."
Established in 1918 in Kentucky, Fort Knox was a key military installation for the U.S. through both World Wars and the Vietnam War. The Fort Knox Bullion Depository was added years later, holding much of the U.S. gold reserves beginning in 1937. Today it holds about 147.3 million ounces, worth about $608 billion, according to the U.S. Mint.

The Chicago Cubs have declined to take action following a viral video showing a fan smacking another fan in the head for not standing during the national anthem.
The video, apparently taken before Sunday’s game at Wrigley Field agains the Minnesota Twins, shows the man in question appearing to berate the younger fan then slap him in the back of the head upon being rebuffed. The younger fan then stands up.
The video made the rounds online over the course of Monday and Tuesday, with predictable battles lines drawn. However, the older fan told Inside Edition on Tuesday that he “definitely” wishes he could take the smack back and revealed the other fan made peace with him over beers:
"Even though I fought in Vietnam and I had buddies killed, we fight for the rights of people and that’s one of his rights. Then later on during the game, next thing you know, he’s buying me a beer. We talk, we shook hands. I overreacted. I could’ve handled it better. I wish I would have. But my feelings are still the same: people should stand."
The Cubs officially responded to the matter on Tuesday with a statement, via NBC Chicago. The club confirmed it prohibits any physical confrontation between fans and that its security team spoke to the man who was struck. However, that man reportedly did not want any further action, such as an ejection.

MASINLOC, Philippines, July 10 (Reuters) - The Philippines may have won a landmark victory against China's claims in the South China Sea 10 years ago, but today local fishermen have become too afraid to venture out to Scarborough Shoal and ‌its prized fishing waters for fear of harassment by Chinese vessels.
The shoal, one of Asia's most hotly contested maritime areas, has been under ‌China's de facto control since 2012. In 2016, an international tribunal — the Permanent Court of Arbitration — ruled Beijing's sweeping maritime claims had no basis under law.
The waters at the shoal, which China calls Huangyan Dao, are traditional fishing grounds shared by multiple nations, including the Philippines, China and Vietnam, the tribunal said. It did not rule on which country had sovereignty over the shoal.
Many fishermen from the coastal town of Masinloc used to go to the shoal at times when they thought Chinese vessels might not be there such as at night. Now they don't even do that, saying that China has only increased its efforts to block them and chase them away.

M-DAQ Global, a fintech group specialising in foreign exchange (FX) and payment solutions, has signed agreements for a strategic integration with METech as it expands into Vietnam.
In a statement, M-DAQ Global said the move marks a "major step" in its plan to build a unified ASEAN Payments Hub that combines collections, FX conversion and payouts across multiple markets.
The integration will provide the Singapore-headquartered fintech with regulated payments infrastructure in Vietnam. This will enable the firm to process domestic collections and payments in Vietnamese Dong (VND).
Direct access to VND collection and payout rails will reduce its reliance on third-party providers, it added.
M-DAQ Global said the METech integration follows previous regional developments involving EasyPay in Malaysia and Wallex in Indonesia.

BANGKOK (AP) — Vietnam is increasingly using broadly written laws to arrest activists, dissidents and others that authorities consider a threat to the Communist Party's rule, according to a new ***** ysis released Monday by a human rights group.
The 88 Project, which focuses on rights issues in Vietnam, documented 56 such arrests in 2025, the third consecutive year of increases and double the number in 2022. The report includes only arrests where the defendant could be identified by name and the case tracked, and the actual numbers are believed to be much higher, said Ben Swanton, co-director of the group.
The report says the country under leader To Lam "routinely weaponizes criminal law" to quash dissent. To Lam, the country's former top security official who has served as general secretary of the Communist Party since 2024, was also elected president earlier this year.
The arrests are largely driven by fears of an uprising against the leadership in a so-called "color revolution," like the 2004 Orange Revolution in Ukraine, or the 1986 Yellow Revolution in the Philippines, according to the report.
It is a fear shared by the Communist Party in neighboring China, which has been accused of using similar tactics to stifle critics. Though competing maritime claims have led to confrontations between the two countries and a tense diplomatic relationship at times, China and Vietnam were able to agree earlier this year to together "prioritize political security and enhance efforts to prevent and resist color revolutions," the Chinese state-run Xinhua News Agency reported.

HANOI, Vietnam (AP) — Police in Vietnam rescued more than 400 cats in a major bust of a cat meat crime ring last week in Ho Chi Minh City, and at least 40 of them have been reunited with their owners.
However, following the dayslong police operation, several of the cats died because of the harsh conditions they were found in, animal welfare groups said. They didn't elaborate or provide an exact number on the cats who didn't make it.
Since the operation, veterinarians and volunteers have flocked to care for the cats at a temporary rescue center set up at a facility run by the Ho Chi Minh City Criminal Police Division.
"People who lost their cats can come to the police station to identify their pets and help the police with the investigation," police official Nguyen The Bao told the state-owned Tuoi Tre newspaper.
This operation is "a sobering reminder of the enormous scale of Viet Nam's cat meat trade," according to Karanvir Kukreja, who leads a campaign against dog and cat meat consumption for the international nonprofit Humane World for Animals.

June 2 (Reuters) - Argentine Foreign Minister Pablo Quirno said on Tuesday ‌the country intends to join ‌the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and will present its application on Wednesday in Paris.
The CPTPP is a free trade accord among ‌12 countries. ⁠It was first established in 2018 among Australia, Brunei, Canada, ⁠Chile, ******* an, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam. Britain joined in 2024 and China also hopes ‌to join.
