DeepSeek has engaged CITIC Securities to prepare for an initial public offering on Shanghai's STAR Market, according to Reuters, citing two people with knowledge of the matter who spoke on condition of anonymity.
The Hangzhou-based AI startup aims to begin the IPO process this year, according to Reuters. The timing of a potential offering, the amount DeepSeek could seek to raise, and its target valuation have not been determined. DeepSeek and CITIC did not respond to requests for comment.
In China, firms pursuing a mainland listing are generally required to retain a securities company for pre-IPO tutoring before they can file an application, Reuters notes. The previously undisclosed arrangement with CITIC suggests DeepSeek is making concrete progress toward a public offering.
The IPO push comes as DeepSeek seeks capital to fund computing infrastructure, model development, and talent retention amid competition from rival Chinese and U.S. AI firms. A person familiar with the matter told Reuters that Liang Wenfeng sees the IPO as a way to build a compensation structure capable of holding onto the startup's most important engineers and researchers. The company has lost talent to rivals including ByteDance and Xiaomi.
According to Reuters, DeepSeek is currently raising a new funding round at a valuation of 500 billion yuan ($75 billion). In June, the startup closed a round of roughly $7.4 billion at a post-money valuation exceeding $50 billion, with Liang Wenfeng personally contributing 20 billion yuan. Tencent Holdings and battery company CATL contributed 10 billion yuan and 5 billion yuan, respectively, becoming the largest external shareholders, according to Reuters.

The yield on the 10-year U.S. Treasury note rose more than 3 basis points Tuesday to 4.79%. Driven higher by concerns over the latest flare-up in the war against Iran and its effects on fuel costs and inflation, the yield touched its highest level since January 2025 in trading during the day.
The continuing bond selloff has driven up government borrowing costs around the world. Eshe Nelson of The New York Times noted today that ******* an is seeing 10-year yields above 3% for the first time in 30 years and Germany now has the highest 10-year rates since 2011 (see the Times's chart below).
"A combination of factors are prompting investors to demand higher returns to hold government debt: a flood of borrowing by the world's richest nations, expanding budget deficits, persistent inflation and few signs that countries are able or willing to take steps to improve these conditions," Nelson wrote.
Ulrike Hoffmann-Burchardi, chief investment officer of the Americas at UBS, said she expects to continue to see heightened volatility in the bond market. "With no clear path to reopening the Strait after six months of war, inflation worries remain elevated," she said in a note, per CNBC. "Uncertainty over the Federal Reserve's policy outlook, fiscal concerns, and rising AI-related debt issuance have all kept bonds under pressure."
Ed Al-Hussainy, a portfolio manager at Columbia Threadneedle, told the Times that it's difficult to "disentangle" the causes of the rate surge. "The only thing we can say right now is that they're all pointing in the same direction," he said, "and that's in the direction of higher rates, and they're doing it globally."

Meta Platforms and state attorneys general have held talks about a potential settlement before the trial concludes, in a lawsuit that accuses the company of intentionally building Facebook and Instagram in ways meant to hook teenagers, according to Bloomberg.
Entering its second week in federal court in Oakland, California, the trial pits the attorneys general of 29 states against the company, with those officials seeking both monetary penalties and court-ordered changes to how Meta runs its platforms. People familiar with the settlement discussions asked not to be identified due to their sensitivity, according to Bloomberg.
A spokesperson for Meta had no immediate comment. A representative of the California attorney general's office declined to comment, and representatives of the other three states leading the case — Colorado, Kentucky, and New Jersey — did not immediately respond to requests for comment.
Meta's internal estimates place the maximum penalty exposure from an adverse verdict at roughly $1.4 trillion, a figure approaching the company's total market capitalization. A settlement would likely amount to a far smaller sum.
At the heart of the states' case are claimed breaches of both state consumer protection statutes and the federal Children's Online Privacy Protection Act, laws whose per-violation fines can compound into enormous totals given the scale of Meta's underage user base. The four lead states — California, Colorado, Kentucky, and New Jersey — are also pressing additional consumer protection claims under their individual state laws, while all 29 states are pursuing federal claims tied to alleged data collection of minors without parental consent.
