The Queensway Tunnel in Merseyside is closed after a serious crash involving an off-road bike, police have said.
Merseyside Police said it was contacted at 13:05 BST with reports of a one-vehicle collision on the Birkenhead-bound carriageway.
Motorists are being urged to avoid the area while police deal with the incident.
Merseytravel said all river-crossing bus services will face delays and will be re-routed via the Kingsway Tunnel until further notice.

July 3 (Reuters) - The Russian city of Novorossiysk said on Friday it had suspended gasoline sales to private motorists, and the Black Sea resort of Anapa said Cossacks were helping prevent conflicts at petrol stations as ‌a fuel crisis worsened following Ukrainian attacks.
Long queues of cars now snake back at petrol stations across Russia as drivers ‌feel the impact of Ukrainian strikes on energy infrastructure intended to pressure Russia into making peace after more than four years of war.
The attacks, following Russia's pounding of Ukrainian power facilities, have forced the world's third-biggest oil producer to import gasoline from as far away as India and led to limits being imposed on how much motorists can buy in some areas and other steps to manage shortages.
Announcing the halt to gasoline sales to private motorists in Novorossiysk, Russia's largest Black Sea outlet for exporting oil, authorities said so-called fuel cards were being issued for fuel purchases to municipal services, ‌firms and businessmen.

The lines are growing at Russian gas stations -- and so is the frustration and uncertainty as several months of Ukrainian attacks have set oil refineries ablaze and choked supplies for motorists across the vast country.
Fuel rationing has been introduced in many regions, with hourslong queues of cars snaking beside roads. Social media videos show drivers aghast at the lines or swearing at empty gas pumps and rising prices. The mayor of the Siberian city of Irkutsk even ordered portable toilets brought in to accommodate those in line.

A coalition of civil rights groups on Tuesday asked a state judge to order one of New York's largest suburban counties to stop its deployment of nearly 600 license plate readers, calling it a warrantless and "indiscriminate surveillance system" that violates the state constitution.
The class action lawsuit also alleged that Westchester County never got proper authorization to launch the program, which has amassed a database of 1.6 billion plate scans that has been shared with more than 50 outside law enforcement agencies, including U.S. Immigration and Customs Enforcement. The complaint said the network "records the long-term travel patterns, daily habits, and intimate information of millions of law-abiding New Yorkers and other motorists who travel through Westchester."
"In a democracy, a police department cannot unilaterally decide — without legislative authorization — to surveil the daily movements of its own citizens without any real accountability, transparency, or oversight," said Barry Friedman, founder and faculty director of the Policing Project at NYU School of Law, which brought the suit on behalf of four motorists. "This indiscriminate data surveillance must not be allowed to continue in the dark."
"Westchester County has not yet received or reviewed the lawsuit referenced," a spokesperson for the county said.
The widespread use of license plate reader systems, which utilize a system of cameras to scan and record motorists' license plate information, has generated controversy. The ****** ociated Press in November reported that the U.S. Border Patrol was running a secretive license plate reader program that singled drivers out over their travel patterns, prompting a complaint from congressional Democrats that the program may be unlawful.

The latest driving test changes explained

Changes to the driving test come into place on Monday (24 November), including requiring candidates to spend longer on faster roads.
The Driver and Vehicle Standards Agency (DVSA) said it is making the change to better represent the conditions many motorists experience after passing their test, such as driving on rural roads.
Changes to the ****** sment, which also include fewer stops during the test, come after a trial earlier this year and are aimed at improving safety and help produce competent drivers.
