As revealed by head coach Dave Canales this past Sunday, the Carolina Panthers are fielding their starters for this afternoon's preseason matchup against the Buffalo Bills. But that doesn't mean every starter is suiting up.
According to Joe Person of The Athletic, the following Panthers are not expected to play today:

RB Chuba Hubbard
G Damien Lewis
