Raducanu, a quarter-finalist at the WTA 500 event last year, contests a women's singles draw headed by world number two and Australian Open champion Elena Rybakina from 8-14 June.
American Williams, a 23-time Grand Slam singles champion, is making her return to competitive action after an absence of almost four years in the women's doubles.
The men's tournament, held from 15-21 June, features Britain's Cameron Norrie but not Jack Draper, who has delayed his return from injury for another week.
Australian world number nine Alex de Minaur is the current highest-ranked player confirmed.
