In June, Senator Bernie Sanders pitched the American AI Sovereign Wealth Fund Act, requiring a 50% public stake in AI companies like Anthropic and OpenAI.
OpenAI's outspoken CEO, Sam Altman said on July 1 the best we can do is 5%, according to the Financial Times. In other words, Altman, who said his company must IPO at $1 trillion, can do $50 billion but in no way can he do $500 billion.
Altman isn't offering just his company either. He is generously suggesting that other leading enterprise AI companies, such as Anthropic, Google and Meta, pitch in too, though FT reports that none of them have actually agreed to this.
OpenAI being suddenly keen to hand over 5% of the company arrives around the same time the U.S. government restricted and imposed a "limited preview" on their latest, GPT-5.6 Sol. On June 26, 2026, the GPT-5.6 family (Sol, Terra, and Luna) apparently crossed a "high" risk threshold on internal cybersecurity benchmarks, like Anthropic's Mythos 5 and Fable 5 recently did. This forced Commerce Secretary Howard Lutnick, to step in. OpenAI could do nothing else to comply.
