The AI boom is forcing some of technology's biggest cash machines to behave more like utilities. On July 22, Reuters reported that Microsoft Corporation (NASDAQ:MSFT), Oracle Corporation (NYSE:ORCL), and three other hyperscalers are expected to spend more on capital expenditures than they generate in combined free cash flow by 2027. From 2025 through 2027, their annual operating cash flow is projected to rise by $340 billion, versus a $534 billion increase in capex. Microsoft and Oracle, however, are not carrying the same risk.
Microsoft showed the squeeze in fiscal Q2. Operating cash flow was $35.8 billion, while capex including finance leases reached $37.5 billion. That does not mean the company burned cash: Microsoft reported $5.9 billion of conventional free cash flow because that measure deducts cash property and equipment purchases, not newly originated finance leases.

Fiscal Q3, however, was stronger. Operating cash flow rose to $46.7 billion and free cash flow reached $15.8 billion, even after $30.9 billion of cash property and equipment spending. Its AI business also passed a $37 billion annual revenue run rate. Microsoft can finance the buildout. The question is whether Azure and Copilot can generate nice returns before expensive GPUs depreciate or become obsolete.
Oracle has a more immediate cash problem. In fiscal 2026, it spent $55.7 billion on capex against $32 billion of operating cash flow, leaving free cash flow at negative $23.7 billion. Demand is real: cloud revenue grew 39% to $34 billion, and remaining performance obligations reached $638 billion. But backlog is not cash. Oracle must construct capacity before much of that revenue arrives, and plans to raise $45 billion to $50 billion through debt and equity.

As companies struggle to integrate AI, they're increasingly ready to bring in outside help — and service providers are launching new purpose-built groups to make sure they get it.
On Tuesday, Amazon Web Services (AWS) launched a new internal organization for AI-focused forward-deployed engineers. Engineers on the new team will embed within companies to deploy purpose-built agents, focusing on fast engagements and customer self-sufficiency.
In a post announcing the new org, AWS VP of Frontier AI Francessca Vasquez emphasized that the org would do more than build and maintain requested systems. "Customers leave AWS FDE deployments with both new solutions and new engineering capabilities," the announcement reads. "Along with agentic systems running in their own AWS environment, they gain lasting AI skills, workflows, and patterns they can use to innovate independently."
Amazon says $1 billion will be committed to the new org, although the figure represents internal Amazon resources rather than a joint venture or conventional investment.
Pioneered by Palantir, the forward-deployed engineer (FDE) model has become increasingly popular as a way to manage AI deployments. In a typical FDE system, an engineer from the contracting company (in this case, AWS) works for the client temporarily while the system is being established, allowing them to respond directly as internal opportunities or challenges emerge.

WASHINGTON, June 23 (Reuters) - The U.S. Supreme Court made it easier on Tuesday for U.S. companies to seek compensation from Cuba's government for property seized decades ago by former leader Fidel Castro's government, ruling in favor of ExxonMobil in its lawsuit against Cuban state-owned firm Corporación CIMEX.
In a 6-3 decision, the court said a legal defense called foreign sovereign immunity, which generally prohibits U.S. lawsuits against foreign governments and their agents, is not available in cases like the one Exxon brought against CIMEX under a 1996 U.S. law called the Helms-Burton Act.
Conservative Justice Brett Kavanaugh, who authored the ruling, wrote that the 30-year-old federal law "abrogates the sovereign immunity of Cuban agencies and instrumentalities."
"The Helms-Burton Act authorizes private suits against Cuban agencies and instrumentalities — suits that would largely be nonstarters if subjected to the FSIA's requirements," Kavanaugh wrote, referring to the Foreign Sovereign Immunities Act of 1976.
